Eurovia BC is a team over over 100 dedicated people, including supervisory personnel, professionals and administrative staff.  Many employees have been with the Company for more than twenty years and bring a wealth of expertise to their work and our customers.  The company is signatory to union contracts that cover the various disciplines of our work. 

Kim Percy, President and CEO


Kim Percy has accumulated a diverse background in all aspects of Road and Infrastructure Construction over the past 39 years and is a recipient of the Canadian Construction Association’s Gold Seal Certification for Road-Building and Heavy Construction.

Kim joined the BA Blacktop Group of Companies in 1985 and was instrumental in the construction of many of BA’s General Contracts from 1985 to 1992. He spent eight years in Chilliwack as Manager with BA.’s subsidiary, Martens Asphalt Ltd., before returning to the North Vancouver office as Operations Manager for the BA Blacktop Group of Companies in 2000. In 2010, Kim was named Vice President and COO, overseeing all construction related activities within the group. Kim has overseen the successful completion of numerous projects, including highways, bridges, roads, airports, terminals and ports for a wide variety of government and private sector clients under both traditional and design-build construction models.


With the renaming of Martens Asphalt as Eurovia British Columbia in 2016, Kim is currently President and CEO of both BA Blacktop Ltd. and Eurovia British Columbia Inc.

Martin Logan-Hill, Senior V-P & COO


Martin Logan-Hill joined the BC Delegation of Eurovia Companies as an Estimator in 1998, was promoted to Bid Manager in 2011, and to Vice-President in 2015. Martin has over 30 years of experience in pavement evaluation, rehabilitation methods, quality control, quality assurance and major and municipal level construction in Canada and the United Kingdom....

As Senior VP and COO Martin is instrumental in designing and implementing business strategies, plans and procedures. He works with the CEO to drive extensive and sustainable growth.

Pascal Hirsig, CFO


Pascal Hirsig started work in 1992 as a Junior Accountant. In 1996 Pascal obtained his CGA designation and was promoted to Controller. He later became Director of Finance and since 2011 he has held the position of CFO. Pascal’s areas of expertise include accounting, financial analysis, treasury, budgeting and shareholder/JV agreements.

Jesse Percy, V-P, Project Procurement & Delivery


Jesse Percy has an extensive history with BA Blacktop, and from 2015-2017 was Manager of Design-Build, Transportation and Infrastructure. He was promoted to Vice-President, Project Procurement & Delivery in 2018, where he is responsible for executive-level leadership, managing and leading pursuits of new opportunities.

Emmanuel Rose, V-P, Field Operations


Emmanuel Rose has been with our parent company, Eurovia, since 2002. He joined BC Delegation of Eurovia Companies as Project Manager in 2009, was promoted to Operations Manager in 2015, and became Vice President, Field Operations in 2015.

Emmanuel has extensive civil engineering training complemented by more than 12 years of experience in the construction industry internationally, including management of small to mid-sized road construction projects and large asphalt paving projects.

Lyle Johnson

Lyle Johnson, Structures Division Manager


As the Structures Division Manager, Lyle is responsible for the successful acquisition and execution of structural works and special projects. With over 25 years of experience in bridge construction projects in British Columbia, Lyle brings a wealth of knowledge to each project he is involved with, in both traditional and design-build contracts....

Lyle’s responsibilities include oversight of structural and bridge related works; estimating, proposal/bid preparation for project procurement; planning for asset allocation; project management; management of equipment procurement and disposal; oversight of labour relations matters; oversight of the Occupational Health and Safety program; and construction engineering.
